Raising of the Legions

Confirmed by the Praetor for War, Day 3458

With the beginning of our Irish Wargames we will be testing over the next month the best ways to encourage our fighters to hit where we and our allies are most needed. Historically our damage has been all over the place – we hope with flexible COs set with a stronger system of communication this can begin to be addressed and set up a long-term plan to properly fund fighting efficiently.

Campaign Orders

UK Citizens Only
- By utilising the advanced option we can ensure rewards go only to our own citizens.

Fair(ish) Rates
- Rates will be set so hopefully players earn around the same return for their efforts with higher rates in lower divisions.

Easy to Monitor
- Expenses are easy to track through COs. This will help identify where improvements are needed.

Damage Concentration
- A base rate of COs will be placed on the most important campaign (CoTD) daily with increased rates in the most important battles. By offering a cash incentive this should increase our presence and damage in important rounds.

- By putting money into players pockets we will be investing taxes back into the community and rewarding activity. The COs will be on top of regular supplies and the cash can therefore be used to wherever the player sees fit.

Opt In/Activity
- Players merely need to fight in the right battles and click a button to receive the cash, removing unnecessary 'red tape' or workload on the MoD. It also means the rewards are going to players actively fighting.


In-game communication

MoD Orders

- Due to the increase in media activity and rate of supplies MoD articles will now be published daily.

- We’re looking for a few more gents to help us make sure it’s properly updated throughout the day.

- Daily supplies are currently set at 10 Q7 Tanks, 100 Q5 food and a moving ticket if necessary.

- The Campaign of the Day will usually be set for our allies but keep an eye on the Irish TW to make sure they’re winning the direct battles (we’ll be winning the RWs).

- Statistics on our national performance will be published as more data comes in.

- We will be considering reintroducing ‘battle honours’ for those that particularly do well based on the above.

The Mails

- In addition to just having the main commanders group we’ll be setting up shop with the smaller/air focussed MUs, where orders may vary depending on strength/function.

- The Gov will try and provide an optimal weekly list to commanders for automatic orders depending on our relevant priorities.

- Voodoo has correctly pointed out we ought to include 2nd Commanders too, this will be updated o7

Reopening the Ministry of Foreign Affairs

Given Aaron Mark Daniels has predictably failed to give us a summary of his work as former MoFA several days since we asked for it…

Our new Chief Liar is the infamous Paul Tyndale, who if you have the time would be delighted with your help in re-establishing this former ‘one man department’.

There is apparently quite a lot going on in the world at the moment. And we’ll try (and probably fail) to again honour the old commitment to investigate, protect our interests and inform as best we can throughout the process.

Contrary to the ‘one man’ philosophy that has closed this department off for the last several months, we’d like to inject some of the random activity created in the last few days into this severely neglected public function.

If you’ve formerly lived in another country or know the people over there then you could make this rather mammoth-sized job easier :3

If you do indeed have 10mins or so to spare every now and then drop Paul Tyndale a few lines and we’ll get started.

We’ll be inviting long-time foreign officials to our discord @the Senate so it’s easier to ‘have a chat’.

Should be an article out on military reform after Chaz and I have finished the CO spending plans and other details for MoD stats sometime this evening o7

Quartus Senatus Consultum (Fourth Senate Decree)

Reestablishment of the Monetary Market Trust

Confirmed by the Praetor of Finance, Day 3458

The Republic plans to take advantage of the current gold price on the monetary market by once again operating the Monetary Market Trust for citizens and allies to invest in.

Citizens who invest into the Trust will have monetary market offers placed by the Praetor of Finance using Government Organisations formerly reserved for use by the Bank of England.

The monetary market profits will be split 60% to the citizen and the remaining 40% for the Treasury to reinvest/store in reserves.

The monetary market variables (such as gold prices and the amount of currency which sells any one day) results in difficulty in suggesting the profits which could be expected from investments, however, from past experience it should equate to about a 1% return on investment every 30 days (but can occasionally be a lot higher).

Tertius Senatus Consultum (Third Senate Decree)

Wargames with the Republic of Ireland

Approved unanimously by the Senate, Day 3457
‘Natural Enemy’ awaiting approval by the Plebeian Assembly

The Republic of Ireland and the Republic of Great Britain, Belgium and Northern Ireland agree to a friendly training war. The purpose of this TW is to allow the citizens of both Republics a chance to gain medals from a friendly war, to allow the continued growth and friendship between the two Republics, as well as help grow our individual economies.

The Terms:-
This training war will start once eIreland declares the eUK as a Natural Enemy (NE).

Training war will be coordinated between the governments of Ireland and UK.

Irish and UK resources regions will be excluded from the battle grounds. Regions are: Cork and Mayo, Yorkshire & Humberside, SE of England, South of England, NE of England, Scotland, NW of England.

During the TW, taxes will be returned to the originating country.

Training War will be a long term one, however if 3rd party interference happens (ie. Ireland is ASed by a hostile nation), discussions will take place to try and prevent a wipe/end of the TW.

The TW process will be: eIreland launches a Direct Attack (DW) against eUK. This will secure the first region. Once eIreland launches the 2nd DW, eUK will start a Resistance War (RW) to reclaim the region.

Congress/Plebeian Assembly: Both nations will work together to ensure that they have the required seats for congress.

Both nations understand that outside factors might influence the battle plans. These will be taken into account and sorted out via dialogue.

There will be a further announcement later today regarding the necessary 'Raising of the Legions'.

Secundus Senatus Consultum (Second Senate Decree)

Act of Union between the Kingdom of Belgium and the Republic of Great Britain and Northern Ireland

Approved unanimously by the Senate, Day 3456

The respective governments of the above-named nations agree that the Kingdom of Belgium and the Republic will merge to form one sovereign state, with shared foreign and domestic policies, a shared treasury, and shared citizenship.

The name of this new state will be the Republic of Great Britain, Belgium, and Northern Ireland.

The government structure of this new state will be that described in the Declaration of the Republic, and in the Princepes Senatus Consultum.

The Republic will assume responsibility for, and uphold, all Belgian foreign policy obligations.

Belgian citizens will be eligible for admission into the Senate of the Republic, and the Belgian Congress will become a second Assembly of the Plebs.

Any financial requests made of Belgium will be put before their Plebian Assembly.

The Country President of Belgium will be recognized as a Proconsul of the Republic. This Proconsul will be third in the Senate line of seniority.

Republic citizenship will be available to Belgian citizens, and Belgian citizenship will be available to Republic citizens.

Upon the agreement of the two respective nations’ governments, this act will take effect with immediate effect.

Princepes Senatus Consultum (First Senate Decree)

This Act abolishes the post of Speaker and the former eUK Parliament

Approved unanimously by the Senate, Day 3456

The Senate is established as the governing body of the Republic of Great Britain, Belgium, and Northern Ireland, as per the Declaration of the Republic. This Act is considered adopted by the declaration’s promulgation.

Membership of the Senate shall be granted to those whose names are on the Senate Rolls:-

In order to add a name to the list, an applicant must be vouched for by an existing member of the Senate, and their application will then be subject to the Senate Voting Procedure.

In order to remove a name from the list, the Senate Voting Procedure will be followed.

The Senate will reserve the right to exclusively govern the Republic, with minor legislative rights retained by the Assembly of the Plebs.

The Senate Voting Procedure

All votes in the Senate will be conducted via this procedure:
A Senator will make a proposal, and place it before the house for a period of twenty-four hours.
If no Senator raises an objection to the proposal within twenty-four hours, then the proposal is adopted.
If a Senator raises an objection, then the Senate shall carry out a twenty-four hour vote, with the majority decision being adopted.

Officers of the Senate

The Offices of the Senate, in descending order of seniority, are:
Pontifex Maximus
Princeps Senatus

Upon successful admission to the Senate, the rank of Quaestor will immediately be granted to the new Senator for life, or until they manage to get voted out.

Senators that distinguish themselves by their activity or service as a junior member of the government may be nominated to become an Aedile by the Princeps Senatus or the serving Consuls for a term of one calendar month. These nominations will be subject to election on the fifth day of each month.

The Senatus Principus will nominate a Censor to keep Senate records, and administrate its laws and procedure. The Censor will be elected by the Senate on the first of each calendar month, for a term of one calendar month.

Senators that are awarded a Praetorship by the serving Consuls will be retain the rank for the duration of their time in office. A Praetor will be charged with overseeing a specific area of government policy, at the discretion of the elected Consuls.

Those Senators which distinguish themselves most highly can be elected as Consuls of the Republic, charged with leading the Republic for a period of one calendar month, beginning on the seventh of each month.

Consuls will be elected by the Senate on the last day of each month.

The available consulships are:
First Consul of the Republic (Country President)
Second Consul of the Republic (Prime Minister)
Proconsul of Belgium. (CP of Belgium)

Senators may be elected as the Princeps Senatus (First Senator), for a period of 60 days. The Princeps Senatus will be charged with presiding over the Senate, ensuring its laws are enforced, and its procedure is followed. The election of the Princeps Senatus will take place on the first of the month.

The highest available office of the Senate will be the Pontifex Maximus, a celebrated position for life reserved for the most respected and influential member of the Senate.
