I never played cities in motion 2, so I wouldn't know.

There are about a dozen starter maps, but w/ steam workshop, people are creating maps every day, so there isn't a shortage of them. I don't know if achievements are disables for user maps though.

If I remember correctly, there is a mod to re enable achievements while using mods.

Also, is there a map generator because I got hella bored playing like the same 4 maps over and over on CiM2

It's much better than CiM2 IMO. The actual city building is more fleshed out and traffic management, while a concern, is not the major focus of the game. Personally I prefer Skylines to CiM2.
