But seriously, why does this act need to be so complicated. We don't need to mix up land-sales with this act and all these titles and the fact that we're considering selling them for gold makes it all rather exclusive to richer players considering this is supposed to be for fun (which = retention. Meaning we need to involve noobs as well).

Why not just make the something like:
every month we vote in two Monarchs on the forums- one celebrity in the hopes that we can contact them and get them to publicise eRep and one eUK citizen.
The celebrity Monarch can be nominated by anyone during a pre-ordained monthly period (i.e. when we open up a thread in the 'General' section called "nominate celebrity Monarchs here", or something equally as catchy).
The eUK citizen Monarch is nominated in much the same way, anyone can nominate anyone (including themselves) so long as they are eUK citizens (if we are going to be greedy we could charge 5GBP, or something that even noobs like me can afford, per nomination. Those who don't pay won't have their nomination taken to the vote).
With the citizen Monarch election we could leave sometime between the closing of the "nominate monarch here" thread and the opening of the poll to allow people to campaign (this could get people onto the forums if they campaign IG).
Election wise, for the celeb king, we could campaign for a shorter time and just run a poll on the forum pretty much as we do now.
After the citizen elections, the winner will get the title King/Queen and access to a regal org and newspaper, which will be filled to the rim with subscribers and advertised by government papers so the articles can get into the top 5 with ease. If possible we could also give the monarch a coloured name on the forum and we should list the monarchs and their terms on a wiki page.
Both Monarchs will be praised in all government newspapers with the classic "Boblo/Dio (depending on who's writing the article) save King/Queen {name here}". With the citizen monarch always coming first (because why not).
Each monarch will be replaced after the following election. Monarchs can only run once each month, but if they are elected at the end of a month they can run for two consecutive terms (because the next election is in the next month).

Of course this will need some sort of committee to run the timetables, start/lock the nomination threads and run the polls, but really that won't take much manpower. Making the Royal paper popular will be the hard part, but it stops all the complicated land rules and jazz.
